The Situation
A U.S. Intelligence Community agency was faced with executing a comprehensive capital improvement program to address its aging facilities in a declining budgetary environment. Our client required a decision-making structure to enable the planning, resource allocation, and execution of its capital improvement program across an extended enterprise. 

The Strategy Bridge Solution
Strategy Bridge provided advice and expert facilitation to assist the government team
establish a collaborative decision process designed to efficiently reach
traceable decisions based on sound, transparent decision criteria. Strategy
Bridge dedicated a full-time consultant to provide daily, hands-on guidance and
support in developing and implementing this enterprise decision-making
system, including:
  • Served on a core government/industry team to develop an enterprise facilities strategic plan.
  • Provided facilitation and consulting to support the implementation of a transparent and collaborative process for requirements analysis and decision-making.
  • Facilitated the process for the consolidation and prioritization of a master enterprise list of facility projects.
  • Maintained daily communication with stakeholders across the agency's enterprise.
  • Recommended a change management process to ensure master facility list consistently represents the agency's highest priorities despite changing conditions (e.g. budget resources) and facilitated its implementation.
  • Advised stakeholders on budget or Congressional concerns that impact the agency's facilities program.
The Impact
Fiscal challenges remain as federal budgets continue to be squeezed, but the agency has implemented a thoughtful Facilities Master Plan and associated decision-making processes that enable resource optimization of the overall enterprise, rather than simply optimizing disparate elements and hoping for the best outcome. As an added benefit, the agency has been able to capture unused end-of-year funds and put that money to work on its highest priority unfunded requirements.
